Title: Revival of Freedmen’s Printing and Issuance Authority for Restitution Instruments

Section 1. Purpose
This Bill formally revives the legal, administrative, and equitable functions once exercised under the Freedmen’s Bureau Act of 1866 (14 Stat. 173)b to empower the Trust to print, engrave, and issue restitution instruments, including but not limited to:
* Loc Nation Dollar (LND) vouchers
* Land recovery titles
* Tender of Settlement Notices
* Community Reinvestment Bonds
These instruments shall serve as lawful declarations of reparative and trust-based claims by eligible beneficiaries, and as formal instruments of public settlement and economic restoration.
Section 2. Authority
Pursuant to:
* The Freedmen’s Bureau Act of 1866 which empowered the Bureau to issue official documents to formerly enslaved persons;
* The Contract Clause of Article I, Section 10bof the United States Constitution;
* The principles of Restitution and Equity in trust law;
* The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP),
* The inherent sovereignty of the State of Loc Nation Global Public Benefit Trust;
This Trust shall act in lawful and benevolent capacity to issue, certify, and record documentation of restitution, relief, and public benefit as part of a comprehensive redress framework for historically redlined and dispossessed populations.
Section 3. Establishment of the Printing and Restitution Documentation Office (PRDO)
There is hereby established a division of the Trust known as the Printing and Restitution Documentation Office (PRDO) which shall:
1. Engrave and issue documents of legal, economic, and cultural significance under the Trust’s restitution programs;
2. Maintain records and ledgers. of all printed and digital issuances;
3. Authenticate and register land recovery deeds bond instruments, and LND-denominated notices;
4. Use digital verification tools including blockchain and web authentication, to safeguard public integrity;
5. Archive and publish all issuances through [www.stateoflocnation.com](http://www.stateoflocnation.com) as binding legal records under the Trust.
Section 4. Recognition and Enforcement
All documents issued under this Act shall:
* Be considered binding under the jurisdiction of the State of Loc Nation Global Public Benefit Trust;
* Serve as lawful evidence of claims, credits, and rights within domestic, international, and tribal legal forums;
* Be eligible for presentation in settlement negotiations with public and private utility agencies, courts, federal and state institutions, and other relevant bodies.
Section 5. Implementation and Oversight
This Bill shall take effect immediately upon passage. The Trustee Council shall:
* Appoint a Director to oversee PRDO operations;
* Set internal printing and security standards;
* Ensure compliance with international humanitarian and restitution principles;
* Publish quarterly reports on all issuances for transparency and public benefit evaluation.
